Locksmiths end up with a large number of lock pins, some are used and some are new, Locksmiths use lock pins to change the lock combination and to suit different keys, The pins that locksmiths use most of the time are colour-coded, and quite often the lock pins get dropped or mixed. When the pins get mixed they often get discarded. When recoding locks, the locksmith removes all the pins, even if they are in good condition, the pins are again discarded. 

The used and discarded lock pins are collected and sold as mixed bags of pins. You can use them to recode locks. Some are new and some are used. The condition of pins will vary.
